The City of Scottsburg purchases its electrical power from the Indiana Municipal; Power Agency (IMPA). IMPA was formed in June 1980 for the purpose of permitting its members to secure by joint action or by contract an adequate, reliable and economic supply of electric power energy. IMPA has entered into separate power sales contracts with 25 of its
members, including the City, to provide the participating members with their power and energy requirements.

The electric distribution lines of the Scottsburg Municipal Electric Utility consist of 124.6 miles of three phase lines, 102.8 miles of two phase lines, 45.0 miles of single phase lines, 43 miles of open secondary lines and 60 miles of service drops. The electric distribution lines are served by 5 substations: Tat sub 10-12-14 MVA, Lake Road 7500 MVA, Honey Run 5000 MVA, North Sub 5000 MVA, and North West Sub Two 12-16-20 MVA. The municipal Electric Utility services the City of Scottsburg and certain areas outside the corporate limits of the City.

Presently the Electric Utility is upgrading its system by converting 2.3 miles of three phase lines and 1.3 miles of single phase lines, abandoning 1.4 miles of three phase lines and changing approximately 50 electric poles and cross arms. The electric utility has 3,222 customers according to its July, 1995 records.

Project Description

The proposed electric utility project to be financed by $1,800,000 of revenue supported bonds consists of building a 69 KV to 12.47 KV substation and 3-12 KV distribution circuits from the substation. The project will also include the cost of relocating a 69 KV transmission line. This work is in relation to Kokoku Steel Cord Corporation being constructed within the utility’s territory. The project will provide additional capacity to serve future growth in Scottsburg.

City of Scottsburg Water

The City’s water system was constructed in 1923 and began providing water service at that time. Raw water is furnished by a nearby 100-acre reservoir which was added to the system in 1949. In 1979 the Municipal Water Utility issued $380,000 of bonds for the painting and renovation of the water storage tank and clarifier tanks, extensions and reinforcement of the distribution system, improvements to the water treatment facilities and the purchase of a backhoe and trailer. The present water treatment facilities have a capacity of 1,200 gallons per minute and consist of two raw water clarifiers, filtration sections, a backwash clarifier and clearwell. Raw water is treated by several methods to obtain water quality standards. The distribution system consists of two elevated storage tanks with a capacity of 40,000 gallons and 500,000 gallons and water mains ranging in diameter from two to twelve inches. The City has constructed and put into service a new 500,000 gal. Water tank West of I-65.

Scottsburg Municipal Sewage Works

The sewage utility has undergone a $1.7 million improvement project completed in October 1990. This project upgraded the aeration treatment plant to a 1.2 MGD facility, and the chlorine tank was enlarged. In addition, a new sludge digester was conducted, a new post aeration-flow equalization tank and 10 new drying beds.

The sewage utility has undergone a second phase to the improvement project at a cost of $.750 million. This was completed in July 1992. A third aeration basin and sewage head works were included in this phase. This project upgraded the wastewater treatment plant to a 1.8 MGC facility.
